Azerbaijan may ban construction materials harmful to health

The government of Azerbaijan is preparing a package of amendments to the existing construction legislation, which will introduce stricter controls and new restrictions.

According to Report, citing the 2025 Roadmap under the "Business Location" indicator of the World Bank"s Business Ready report, the document proposes:

Introducing restrictions on the use of construction materials harmful to health;

Creating a legal framework for assessing and managing environmental and radiation risks at construction sites;

Strengthening liability for unauthorized constructions, especially in protected and sanitary zones, as well as on oil and gas field territories;

Clarifying terms and standards in the Urban Planning and Construction Code.

In addition, rules for project expertise and cost estimate calculations will be revised, and responsibilities for violations in load-bearing structures will be clarified.

The proposal also considers involving private companies in state construction supervision.

The prepared proposals are expected to be submitted to the Commission in accordance with international practice, with a completion deadline set for October 1.
