Azerbaijan's 2026 spending policy to be implemented across six priority areas

The key areas of Azerbaijan's state budget expenditures have been determined on the basis of the National Spending Priorities, in line with the medium-term resource framework and taking into account fiscal policy challenges and socio-economic objectives.
According to Report, this is reflected in the Ministry of Finance's document "Preliminary Indicators of the Consolidated and State Budgets for 2026."
Overall, in 2026–2029, public spending will focus on financing the state's core functions. In the medium term, budget allocations will be prioritized in the following areas:
Strengthening national defense, including restoring and safeguarding the country's borders, modernizing the army"s material and technical base, clearing mined territories, and implementing comprehensive measures and projects to improve the social protection and service conditions of military personnel;
Continuing state financial support for the economy, both directly and indirectly, through public obligations, government procurement, subsidies, subventions, and grants;
Further reinforcing social protection for the population;
Improving the wage system;
Ensuring funding for protected expenditures, including salaries, pensions, allowances, scholarships, and other social benefits;
Providing financial support for state programs and activities to be implemented with budgetary funds.
