Alexandre Frediani: Tackling climate crisis requires housing system reform

The climate policy negotiation process remains highly uneven, while many decisions are made through the logic of "exceptional circumstances." This leads to existing norms of international law and human rights being simply ignored.

Report informs that Alexandre Frediani, Principal Researcher on Human Settlements at the International Institute for Environment and Development (IIED), said this at an event held as part of WUF13.

According to him, the consequences of climate change cannot be viewed as one-off disasters, since they are cumulative in nature and affect people's lives every day. In this regard, states need a systemic approach, rather than simply responding to yet another emergency.

Frediani emphasized that it is time for the world to fully rethink the link between the human right to housing and protection from climate risks. According to him, existing gradual adaptation measures, such as strengthening homes and infrastructure, are no longer enough - changes must affect the entire state system of providing citizens with housing.

The expert also called for the introduction of clear international monitoring mechanisms that would ensure civil society participation and fairness in decision-making, including on relocation issues. In his view, this would help increase government accountability and compliance with humanitarian standards.
