Borrell said he would discuss arms supplies to Kyiv with the EU Military Committee.
According to the head of EU diplomacy, it is not easy to transfer weapons in a few days, and Ukrainians need to be trained on how to use them.
“Weapons are crucial, sanctions are important, but sanctions will not determine the outcome of the war in the Donbas,” Borrell added.
He also reminded that on April 11, the foreign ministers of 27 EU countries will discuss the issue of banning the import of Russian oil.
