The needs of people - particularly access to water - must be taken into account from the very beginning of urban development planning, Chairman of the Advisory Board of the United Nations Institute for Training and Research and former Foreign Minister of Ecuador Luis Gallegos said at WUF13 in Baku.
According to Report, Luis Gallegos stressed that failing to consider these needs in advance would ultimately result in higher costs.
"I hope that the WUF13 platform will accelerate the adoption of the necessary steps," Gallegos added.
