WB: Azerbaijan, Georgia, Türkiye need to discuss harmonizing electricity flows

Azerbaijan, Georgia, and Türkiye need to hold discussions to develop measures to harmonize regulations and facilitate cross-border electricity flows, World Bank Senior Energy Specialist Florian Kitt said in Baku at the Azerbaijan & Central Asia Green Energy Week 2025, Report informs.

He stated that, looking at the South Caucasus region and Türkiye, it makes sense to begin the discussion by harmonizing energy risks.

"We are observing ongoing processes in Georgia and Azerbaijan's strategy to fully demonopolize the electricity sector by 2028. What's missing, in my opinion, is a cross-border discussion between these countries about what measures are needed to harmonize regulations to facilitate electricity flows. Currently, the discussion mainly revolves around bilateral agreements used for exports," he said.

According to him, achieving a level of flow similar to the single market in the European Union will require significant harmonization of all processes.

"I think it's very important that we already have, so to speak, an example within European policy. Azerbaijan already has experience connecting Nakhchivan with Türkiye, where it was necessary to meet ENTSO-E requirements to connect to the Turkish system, which is already connected to the European market. Furthermore, I believe it's important to discuss joint planning and joint investments at the cross-border level. Azerbaijan is once again at the forefront of this issue, along with the governments of Georgia, Romania, and Hungary, having created a joint venture to develop green energy corridors," Kitt added.
