Government of Finland issues resolution on National Security Concept

On May 13, 2026, the Government of Finland adopted a National Security Concept as a government resolution, Report informs, citing the Finnish Government.
The concept defines Finland's key national security interests and focuses on measures to counter the most serious threats.
In line with the Government Programme, Finland has drawn up its first National Security Concept extending until 2035. The concept recognises the key interests of Finland's national security, focuses on countering the most serious threats against it and gives guidelines on the protection of the key interests.
"The National Security Concept lays the foundation for a consistent development of our national security in the long term and supports Finland's ability to respond to the diverse challenges in the evolving security environment," says Prime Minister Petteri Orpo.
The upsurge in national security threats and the increasingly strained international environment spurred the Finnish Government to draw up the National Security Concept. It is essential for Finland that the national security perspective is widely recognised in different sectors, in the work of the public authorities and in the decision-making.
"The primary task of the State is to guarantee the security of Finland and Finnish people in all situations. In the changed security environment, this requires preparedness and a coordinated response to all threats against our national security, ranging from the threat posed by Russia to organised crime and street gangs," says Minister of the Interior Mari Rantanen.
By safeguarding national security, Finland's key interests are protected: the security and prosperity of the nation, the continuity of the State of Finland, the sovereignty and territorial integrity of Finland, the democratic system of governance and the rule of law, and the stability of society.
The National Security Concept was drawn up as part of a project to develop an operating model for security management at the government level, the final report of which was completed in January 2026. A resolution on the operating model was issued in April 2026. Finland"s Cyber Security Strategy, which is also related to the National Security Concept, was published in November 2024.
