MP: Armenia should remove obstacles to peace by amending its constitution

The first half of the 21st century will be engraved in memories as the renaissance period of Azerbaijan's statehood history, Azerbaijani MP Nizami Safarov stated, Report informs.

He made the remark during a special session themed "Washington agreements: the triumph of peace diplomacy and wise leadership" held at the Milli Majlis.

According to Safarov, the Azerbaijani model of protecting the national interests of the people has become an exemplary example on the global stage, not only for the region but also for the modern world community:

"Various incorrect opinions are being expressed in some foreign sources about the peace agreement initialed in Washington. It should be noted that initialing is an international legal procedure, and to characterize it, one must refer to the Vienna Convention on the Law of Treaties dated May 23, 1969. Both Azerbaijan and Armenia are parties to the Convention. Article 12 of the Convention is titled 'Consent to be bound by a treaty expressed by signature' and reflects the state's attitude toward its initialed international agreement."

The MP also stated that in international treaty law, initialing is also a procedure of preliminary signing by the respective authorized persons, confirming that the text of the treaty has been agreed upon and is of a final nature:

"Article 18 of the Vienna Convention on the Law of Treaties, which is of high importance, reflects the obligation not to defeat the object and purpose of a treaty prior to its entry into force. Armenia, as a bearer of international obligations arising from this Convention, should remove obstacles that contradict the object and purpose of the initialed peace agreement and make appropriate changes to its constitution."
