Turkey, Russia sign agreement on Monitoring Center

Negotiations on establishing a Turkish-Russian Joint Center and technical details based on the position have been completed, and an agreement has been inked. Necessary work is underway to make the center operational as soon as possible, Report says, citing the Turkish Ministry of National Defense.
Turkish National Defense Minister Hulusi Akar and Russian Defense Minister Sergei Shoigu signed a preliminary agreement via video conference on November 11 to monitor and inspect the ceasefire between Azerbaijan and Armenia.
