Huseynov: Azerbaijan allocates big funds for reconstruction in liberated lands

Substantial financial resources have been allocated for reconstruction and restoration works in the liberated territories, Emin Huseynov, Special Representative of the Azerbaijani President in the Aghdam, Fuzuli, and Khojavand districts, said during a session held within the 13th Session of the World Urban Forum (WUF13) in Baku, Report informs.

Huseynov highlighted that Azerbaijan's lands were devastated during 30 years of occupation: "In some districts, the scale of destruction was extremely large. But reconstruction is not only about bricks and concrete. Significant financial resources have already been allocated for rebuilding in the liberated territories. In Aghdam, Fuzuli, and Khojavand, we are constructing cities and villages from scratch based on a vision of long-term resilience, inclusivity, and sustainability. Our approach rests on one principle: housing must come first. Because housing restores dignity, stability, and confidence to people."

The official added that when families safely return to their homes, schools reopen, local economies revive, and social ties are restored: "Already, many former internally displaced persons have returned to newly rebuilt settlements, and in the coming years more people are expected to go back to their native lands. New residential complexes, schools, healthcare facilities, and public services are beginning to operate to restore normal life."

He stressed that past shortcomings must not be repeated in reconstruction: "That is why we must build better, smarter, and more sustainable urban systems. Azerbaijan prioritizes modern urban planning, green energy, digital management, and resilient infrastructure in the reconstruction process. Through the Smart City and Smart Village concepts, we are creating technology-based sustainable communities in Aghdam, Fuzuli, and Khojavand. Pilot projects and innovative technologies are leading examples of this process."
