The success of projects depends on coordination among state institutions, Tamara Paseyro, Uruguay's Minister of Housing and Territorial Planning, said during an event held within the 13th Session of the World Urban Forum (WUF13) in Baku, Report informs.
Paseyro explained that the way government agencies start and approach a project is crucial: "First, when we begin a project from our position in government, how do we work, how do we approach it? That shared vision, that inter-institutional coordination, is key. But how is such coordination achieved? It must begin at the design stage. Too often, when a project is not placed at the center, other institutions cannot join the process in time. That is why synchronizing state policy is fundamentally important – it makes both governance and financing equally critical, doesn't it?"
The minister added that synchronization in project management is essential: "How projects are managed, how programs are run within this framework of synchronicity – with simultaneous approaches and joint thinking from the design stage – we believe this ensures a very important part of project success."
