PwC: Private sector continues housing construction despite challenges

Delays in government permits for housing construction hinder affordable housing provision, Gunel Sadiyeva, Director at PwC Azerbaijan, said during the Business Assembly at the 13th Session of the World Urban Forum (WUF13) in Baku, according to Report.
She acknowledged inefficiencies in some state procedures: "Even if we set aside affordable housing and private sector involvement, we must admit that government agencies are sometimes inefficient, causing delays in issuing permits or handling other matters. These problems exist. Yet, despite all these facts, the private sector continues to operate, developing its own projects."
Sadiyeva emphasized that to attract private investment into the construction sector, procedures must be fully simplified.
"Everything should run smoothly. For private investors, clarity on how procedures work, precise timelines, and predictability are more important than concessions. Stability is key. At the EU level, major efforts are being made to involve the private sector – engaging international financial institutions and presenting strategies. There are many examples of such cooperation. What is needed now is more awareness and information about how the private sector can participate and what benefits it will gain," the director noted.
