According to Report, Sahakyan testified that between 1993 and 1995 he worked as "chief of staff for logistics" in the so-called "defense army" of the separatist regime. Until the ceasefire declared in May 1994, he was involved in directly supplying military forces during combat operations.

His testimony indicated that both before and after the 44-day war of 2020, the provision of ammunition, military equipment, and personnel was carried out by the military-political leadership of Armenia at the expense of the state budget.
He further claimed that Armenia"s Ministry of Defense supplied the "ministry of defense" of the separatist regime with ammunition and other military equipment.
