Rasim Aliguliyev: Azerbaijan works on establishing digital state

A consistent policy has been introduced in Azerbaijan to establish a digital state, Vice-President of the Azerbaijan National Academy of Sciences (ANAS) and Director of the Institute of Information Technology, Rasim Aliguliyev, stated at the 4th National Cybersecurity Forum in Baku, Report informs.

Aliguliyev noted that the task ahead is to build a digital state aligned with Azerbaijan's national interests and constitutional requirements on a unified platform:

"Each government institution has specific responsibilities, and from my observation, these tasks are being carried out at a very high level. This process cannot be solved solely with administrative and financial resources. Academic support is essential, and scientific potential must be engaged both domestically and internationally."

The official further stressed that science faces two major challenges today:

"According to observations, today science faces two main tasks. In our country, the formation of the national cybersecurity ecosystem and infrastructure has both an object and a subject. The task before the national cybersecurity ecosystem as an object is to ensure that the digital state is secure, safe, resilient, and reliable, while respecting human values during its formation. Within this, there are various challenges, including networks, communications, the data ecosystem, the application of artificial intelligence technologies, the manner in which they are applied, how individual AI agents will be socialized, and how collective artificial intelligence will be created. The other side is the subject, which will exist within the cybersecurity ecosystem. This refers to its own architecture and the responsibilities it must fulfill."
