Azerbaijan's ICTA inks MoU with Romania's ANCOM

As part of the World Telecommunication Development Conference 2025 (WTDC‑25) in Baku, Azerbaijan's telecommunications and postal services regulator – the Information and Communication Technologies Agency (ICTA) – and Romania's national communications regulator ANCOM signed a Memorandum of Understanding (MoU).
According to Report, the MoU was signed during a working meeting between the two institutions.
The agreement aims to expand mutual exchange of experience and knowledge, as well as to implement joint projects and training programs.
The meeting was attended by Nail Mardanov, Chairman of ICTA's Board, and Valeriu Zgonea, President of ANCOM, along with their respective delegations.
Discussions focused on the cooperation already established between Azerbaijan and Romania's regulators, steps taken so far, future plans, and shared priorities such as improving service quality, radio spectrum management, consumer protection, digital transformation, and regulation of innovative solutions.
Participants emphasized the need to regulate and manage new technologies amid the rapid development of ICT, highlighting challenges in the learning process and the importance of knowledge exchange to overcome them.
ANCOM was noted as one of the leading institutions successfully integrated into the European regulatory framework, while ICTA's recent work with data‑driven camera analytics and intelligent platforms has attracted interest from regulators in other countries.
It was also stressed that both countries' regulatory authorities should take further steps to expand experience sharing and cooperation within international organizations.
