Peace will require a negotiation that can pin down commitments from Azerbaijan and Armenia, European Council President Charles Michel told Euronews, Report informs.
According to him, Azerbaijan bears a great responsibility for ensuring the rights and safety of the Armenian residents of Karabakh.
"It’s true that the immense majority of the Armenian population has left the region. A large part is now in Armenia," he said.
Michel is expected to sit down with the two countries' leaders on Thursday in Granada, Spain.
