Kairat Sarybay: CICA charter to be signed in Baku next year

The Charter of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) is scheduled to be signed in Baku next year, CICA Secretary-General Kairat Sarybay said during the 13th session of the CICA Think Tanks Forum in Baku, according to Report.

He recalled that work on a unified CICA Charter began during Kazakhstan"s chairmanship, when the Secretariat conducted a comparative analysis of charters from other international organizations.

"In March 2024, the key provisions of the Charter were presented, followed by a zero draft in June, laying a solid foundation for subsequent substantive negotiations. Work continued from December 2024, and by mid-2025, the first reading of the draft was completed, allowing member states to present their positions and engage in detailed discussions," Sarybay noted.

He emphasized that the culmination of this transformation process will be the adoption of the Charter, and work is ongoing. Sarybay added that he has conducted several consultations both within the Ministry of Foreign Affairs and with the Office of the President of Azerbaijan, expressing confidence that the chairmanship is fully aware of its responsibilities and that the Secretariat is capable of providing the necessary support to all member states for the successful completion of this process.
