Minister: Expenditures under Great Return program to reach 22B manats by end of 2025

Expenditures on the implementation of the First State Program for the Great Return in Azerbaijan will reach 22 billion manats by the end of this year, Finance Minister Sahil Babayev said at a plenary session of the Milli Majlis during the first reading of the draft law "On the State Budget for 2026," Report informs.
According to him, 3.5 billion manats, or 8.4% of budget expenditures, will be allocated for the restoration of liberated territories in 2026.
"Since the end of 2020, 17.6 billion manats have already been allocated for restoration and construction work, and by the end of the year, this amount will reach 22 billion manats. The draft budget for 2026 and the medium-term expenditure framework provide for further financial support for this area," the minister said.
Babayev noted that the First State Program for the Great Return and the need to accelerate construction in the liberated territories to ensure the rapid return of the population remains the main priority of the 2026 budget.
