16 Azerbaijani banks complete GPP-IPS integration

Sixteen banks operating in Azerbaijan have completed integration between the Government Payment Portal (GPP) and the Instant Payments System (IPS), Tofig Ajirgayev, chief software engineer at the Central Bank of Azerbaijan (CBA), said at the 10th International Banking and Finance Summit, Report informs.
According to him, a significant increase was recorded in 2026 in the number of GPP transactions executed through the IPS channel.
"In January, only 0.13% of GPP transactions, or 8,956 transactions, were carried out through the IPS. In May, this figure rose to 4.5%, or 314,351 transactions. Thus, the number of transactions carried out through the IPS increased 35-fold in five months," he said.
Ajirgayev stressed that this does not mean new transactions were created, but rather that existing GPP transactions are being executed through the IPS channel instead of the GPP platform. Currently, 16 banks have completed the integration process, while the GPP channel also continues to operate.
He noted that the increase in the number of IPS transactions also affects the number of disputed cases.
"Currently, such cases are resolved through bilateral negotiations between participants.
To manage these processes more efficiently and in a centralized manner, the Central Bank has provided participants with a special module. Through this module, participants can register disputed cases, exchange information, review requests, accept or reject them, and, if necessary, refer them to arbitration.
Banks are currently continuing integration work on the module and are taking part in the active testing phase," he said.
