Azerbaijani government discusses restoration of Karabakh, Eastern Zangazur

Azerbaijan's Economic Council has discussed the main goals, directions and objectives of the budget policy for 2026-2029, Report informs referring to the Cabinet of Ministers.
The meeting was held today under the chairmanship of the head of government Ali Asadov. The council members, in particular, reviewed the goals, directions and objectives of the budget policy for 2026-2029, issues of financing expenses for the reconstruction and restoration of Karabakh and Eastern Zangazur, as well as the further implementation of the Great Return program.
The council members discussed the medium-term expenditure structure and areas of application of the performance-based budget mechanism, target indicators of the budget rule parameters, the current situation in the field of macroeconomic and financial stability and other issues.
For the entire period, starting from 2020 and up to and including 2025, a total of about 22 billion manats ($12.9 billion) have been allocated from the state budget for restoration and construction work, including 4 billion manats ($2.352 billion) allocated for 2025.
It is planned that by the end of 2026, the first stage of the Great Return program will be completed, and at this stage, 140,000 former internally displaced persons will return to Karabakh and Eastern Zangazur.
