Diplomas of over 3,500 Azerbaijani students recognized since start of Ukraine war – OFFICIAL

Between 2022 and 2024, a total of 3,673 Azerbaijani students who pursued higher education in Ukraine received positive decisions on diploma recognition, with corresponding certificates issued, the Education Quality Assurance Agency (TKTA) told Report.
Commenting on the recognition process for students who studied in Ukraine during the ongoing conflict, the Agency emphasized that applicants must fully comply with the criteria outlined in Section 4 of the "Rules for Recognition of Higher Education Qualifications of Foreign States."
According to these rules, students must have resided in the country of study for at least half of the standard duration of their academic program, and at least two-thirds of their education must be delivered through traditional, in-person instruction.
The Agency also clarified that foreign qualifications obtained exclusively through online or distance learning formats-without physical attendance at universities abroad-are not eligible for recognition.
